In practice it reads as timing getting out of step rather than being unable to marry: expectations and schedules fail to line up. Aligning expectations in advance helps more than picking a date.
Used as a chart hint only (it does not enter any score). The rule is implemented from the fixed classical table and asserted by its own guard (check-shensha).
